Cooperation Programme between the Nouvelle – Aquitaine Region and the Lao Cai and Thua Thien Hue Provinces in Vietnam

History of Cooperation

The ex-Aquitaine Region and the Province of Lao Caï signed the first cooperation agreement in 2002.

Following the mission of the ex-Aquitaine Regional Council led to Vietnam by Mr. Jean Guérard, Vice-President of the Council and in charge of European and international affairs, cooperation proposals were proposed to the Vietnamese authorities of Lao Cai, more specifically to Mr. Nguyen Huru Vạn, Governor of the Province of Lao Cai.

A new institutional mission took place in Vietnam from 8 to 15 November 2009 in order to take stock of the progress made in this cooperation but also to conduct negotiations with the country’s local authorities to build a new university partnership in relation with other French regions. The Interco Nouvelle-Aquitaine agency was present during this trip and identified partnership requests from Vietnamese entrepreneurs.

The ex-Poitou-Charentes Region and the Province of Thua Thien Hué also signed the first cooperation agreement in 2003.

The new cooperation between the Nouvelle-Aquitaine Region and the provinces of Lao Caï and Thua Thien Hué is built on the two former cooperation agreements around common objectives: protection and enhancement of biodiversity and heritage, improvement of living conditions for local populations, transfer of skills, promotion of exchanges between territories.

One of the objectives of the three-year action plan 2017-2019 is to create bridges between the two partner provinces so that they can each capitalise on the expertise previously acquired through cooperation.

Coopération ex-Aquitaine – Lao Cai

  • Tourism and urban development
  • Realization of urban and tourist development plans for Sa Pa, Seo My Ty, Bac Ha and Y Ty.
  • A model for Vietnam, at the origin of an amendment to the 2010 law imposing a regulation for any development plan.
  • Transfer of skills to the Province’s agents for carrying out diagnoses, plans and regulations.
  • Transfer of skills to the other Provinces and districts of North and Central Vietnam.
  • Teaching French
  • Training in French for tourism professionals, particularly from ethnic minorities.
  • Training and authorization/accreditation of trainers and opening of a DELF examination centre in Sa Pa.
  • Improvement of tourist services and the quality of tourist reception and therefore of their satisfaction.
  • Significant increase in the income of the guides, improvement in the living conditions of the learners and their families and economic benefits for the villages

Cooperation ex-Poitou-Charentes – Thua Thien Hué

  • Development of sustainable tourism through the enhancement of heritage with the support of the Ministry of Foreign Affairs.
  • Setting up innovative training courses: Training of trainers and creation of a Department of “Cultural engineering of heritage, e-tourism”, support in obtaining the status of University for the National School of Tourism of Hué (a national recognition thanks to the cooperation)
  • Heritage enhancement: Design and development of an interpretation area within the Hue Citadel (classified as a UNESCO World Heritage site)
  • Participation in the Hue International Festival and support for its development
  • Interactive and spectacular regional artistic performances, such as in 2016 with the Standing Man Company/Company l’Homme Debout and its 2-week/couple weeks public construction site which involves/involving the population

 

Main goals

To encourage reciprocal exchanges of experience and know-how and to promote the French language and cultural exchanges

To encourage the openness and international citizenship of the inhabitants

To contribute to the economic and commercial development of the provinces of Lao Caï and Thua Thien Hué and to the improvement of the living conditions of their populations

To support the Provinces in their efforts to protect and enhance their cultural and historical heritage

Specific goals for Lao Cai Province

Increasing the skills of the Province’s agents in terms of natural and historical heritage development, tourists welcoming and sustainable management of the Hoang Lien National Park

Improving the living conditions of the people of Hoang Lien National Park by learning new agro-ecological farming techniques

Specific goals in Thua Thien Hue Province

Supporting the development of the Hue National Tourism School (ENTH in french) into a university

Increasing the skills of the Hue National Tourism School teachers and developing new training courses
